Accessing more than 80 million case-related documents, the Department of Taxes of the Canton of Lucerne knew that this was a job for ImageWare.
THE CUSTOMER
Under the slogan «Full Fiscal Control», Lucerne’s tax department implements the canton’s tax and real estate valuation laws. The department’s IT unit is responsible, among other things, for further developing the ‘NEST’ tax solution and the ‘Gem- Dat’ real estate valuation solution, both of which are operated centrally on behalf of Lucerne’s municipalities and the canton.

BACKGROUND
The Canton of Lucerne produces around 250,000 tax assessments each year, and the demands in terms of document management and archiving are increasing all the time. More than eighty million documents have to be stored, with up to twelve million additional documents arriving each year. At the same time, all this informa- tion needs to be readily accessible by staff. The tax department decided to put its project to introduce an electronic document management and archiving system out to public tender. All documents produced via the ‘NEST’ and ‘GemDat’ applications were to be managed in a centralized solu- tion and the former paper-based archive digitalized in order to save space. ImageWare’s successful bid featured a tailor-made solution combining OpenText’s eDOCS system with proprietary products and software.

THE SOLUTION
A user-friendly, integrated solution was built around DOCS from OpenText, Image-Ware’s CaseViewer, and additional software developed specitically for the project. In the case of the ImageWare CaseViewer, the user works in the application and is provided with a context-related overview of all the relevant documents in the DMS – all with a simple mouse click and free ot any breaks in the media chain. Documents – whether scanned or electronically produced, data streams from mainframe systems, along with data from technical applications all flow into the tax department’s centralized document management system.

IMPLEMENTATION
Procurement of a DMS was given the green light back in 1999. Lucerne was one of the first cantons to begin switching to paper-tree management and archiving of tax files. In the meantime, it has created a centralized tax solution used by all the tax offices in Lucerne’s municipalities and by the canton’s main tax department. All tax files have been stored in the document management system since 2013. «It was essential that we found an innovative, cooperative partner», emphasizes Herbert Zwimpfer; «in that sense too, ImageWare was the perfect partner for us.»
